The Department of Environmental Quality (DEQ) slapped Zenith Energy with a $372,600 civil penalty for unauthorized use of the McCall dock between April 2021 and June 2024. The dock is not on Zenith property. DEQ has requested a land use compatibility statement from the company to cover operations on adjacent properties before the agency can proceed with Zenith’s air quality permitting process. The compatibility statement is due in 60 days, on February 4, 2025.
The unauthorized use of the dock was discovered after an unannounced visit by DEQ. Zenith’s current air permit does not cover the McCall and Chevron properties adjacent to Zenith’s terminal, where the company loads fuel onto ships at marine docks.

This is not an application denial. Zenith is allowed to continue to operate under its current Title V air quality permit until the compatibility statement is processed.
DEQ held a virtual informational meeting on Monday, Dec. 16, to talk to the community about its decisions and next steps. For more information, visit ordeq.org/zenith and sign up for email and text updates through GovDelivery.
